A neoprene washer is bonded to a metal, stronger than metal or rubber alone. Used to seal out air/water or dampen noise and vibration. Washers are resuable.
Washer size is the size bolt that the washer is used with. Thus a 1/4 washer fits a 1/4 bolt.
